  1. How can a copy of the original plan or area analysis report be obtained: On January 25, 2018, the City adopted the Broward County December 2017 ELMS. The Broward County 2017 ELMS was prepared in compliance with local hazard mitigation requirements of Section 322 of the Disaster Mitigation Act of 2000 (DMA2K) as implemented in 44 C.F.R., Part 201. The Plan reviews a variety of
    measures that can reduce the problems and/or protect city residents and their property against flooding. This plan can be found on the Broward County website.

  2. Describe how this evaluation report was prepared and how it was submitted to the governing body, released to the media, and made available to the public: The City of Coconut Creek’s engineering staff, including the CRS Coordinator and the Certified Floodplain Administrator, prepared this evaluation report. Measures reviewed include but are not limited to retention and detention basins; culverts/storm sewers improvements maintenance and retrofitting; maintaining Base Flood Elevation (BFE); providing flood information to all inquirers, providing flood insurance requirements, building regulations; public information; public outreach;
    safety precautions; and erosion and sediment control. This report was submitted to the City’s Commissioners and to the State NFIP Coordinator. It has been made available to media and public on the flood information page on the City of Coconut Creek’s website:

  3. Provide a review of each recommendation or action item in the action plan or area analysis report, including a statement on how much was accomplished during the previous year:
    The City is committed in planning and implementing projects to improve the Community as a whole and one of these perpetual targets is to reduce and eliminate the risk to people and properties in the event of flood inducing events. For this purpose, the City has looked at important indicators to begin its improvements. See attached table for action progress.

  4. Discuss why any objectives were not reached or why implementation is behind schedule. All set objectives have been achieved and are ongoing. See attached table for action progress.

  5. What are the recommendations for new projects or revised recommendations? All the objectives shown in the attached table for action progress will continue to be pursued for the following years. Additionally, the City continues to pursue various funding sources (i.e. grants) for future projects.

Develop and implement hazard mitigation education programs to minimize risk to property and individuals through the City’s Citizen Academy (classes).

Assist local real estate agents, insurance companies, banks and other lending institutions by notifying them and providing to them of flood plain information.

Provide flood safety information as part of the direct mailing to all residents, home owners, homeowners’ associations and businesses.

Ensure proper budgeting of ongoing Capital Improvement Projects (CIP’s FY 19-20 City Budget on the website) to improve water quality, water conveyance and functionality of the drainage system.

Completed for FY20 budget.

Plan to invest in equipment to remove large debris/litter that will help avoid culverts to be clogged and impede the flow of water within City maintained waterways. The removal of the pollutants will also improve the water quality in the waterways.

Equipment will be purchased calendar year 2020.

Collaborate and contribute monetarily with Broward County and other participating cities to update the Broward County 100-year Flood Elevation Map to incorporate future climatic conditions, including sea level rise.

Ongoing. Preliminary maps are completed.

Participate with all bordering Cities of the C-14 Cypress Creek Canal by sharing the cost of the development of a Bacteria Pollution Control Plan. This plan will address and eliminate pollution levels for fecal coliform and nutrients within the canal to meet state water quality standards.

Ensure proper planning of ongoing preventive maintenance programs consisting of swale maintenance/rehabilitation and stormwater system cleaning and repairs. Maintenance program are performed mainly in-house. Ensure constant monitoring of the drainage systems and drainage basins by the City and the Cocomar Water Management District.

GIS mapping of all utilities including drainage and FEMA defined Special Flood Hazard Areas (SFHA) to help City officials, residents and businesses identify the SFHA.

GIS mapping is up to date.

Maintain database and copies of elevation certificates (EC’s) of all properties within and outside of the SFHA. Provides copies of EC’s to all inquirers.

Maintain database and copies of all Letter of Map Revision (LOMR) and Letter of Map Amendment (LOMA) and provide certification letters to property owners as requested for flood zone designation of their property based on Flood Insurance Rate Map (FIRM).

Require permits for all developments - residential, commercial and industrial issued by the City and Broward County Environmental Protection Department and Growth Management (BCEPDGM) and ensure proper drainage and retention design per regulations to and minimize or eliminate flooding.

Continue to monitor structures for substantial damage in accordance with Code of Ordinances Chapter 10 “Flood Prevention and Protection”.

Regularly attend Broward County Enhanced Local Mitigation Strategy (ELMS) workshops, update meetings and conference calls. Staff attends continuing education and training to keep abreast with current codes, policies, regulations and changes in science and technology.
